- Preheat the oven and prepare the ramekins with cooking spray.
- In a bowl, mix powdered sugar, cocoa powder, flour, low-fat milk, water, cream of tartar, and vanilla extract until well combined.
- In a separate bowl, whip the egg whites until soft peaks form, then gradually add the granulated sugar until stiff peaks form.
- Gently fold the egg whites into the chocolate mixture until just combined.
- Pour the batter into the prepared ramekins.
- Bake in the preheated oven for 20 minutes or until the soufflés have risen.
- Serve immediately, dusted with powdered sugar.
